The Neural neutralizer was an experimental beam used by Dr. Tristan Adams. A patient sits in a room while a beam from above neutralizes brain waves and relaxes the patient's mind. Adams claimed he didn't expect to get much out of it. He said it did no harm, and the effects are only temporary. Beam neutralizing had been experimented with on Earth. In reality, Dr. Adams used the device to reshape any mind he chose. He used it to erase Dr. Van Gelder's memories and put his own thoughts there. (TOS: Dagger of the Mind)
