A transmission from Starfleet Command ordered the crew to send the Calhoun back to Alpha Quadrant space, specifically to the station Deep Space 53, to pick up new crewmembers (including First Officer Logix) and diplomats from alien governments.
Indeed, the Federation has granted neighbouring governments the right to be present on Delta One, under the express condition that they obey Federation and Starfleet rules at all times while in the Delta Quadrant.
